Appinion LMS Case Study: Delivering Cybersecurity Training to 50,000+ MSMEs for SAJIDA Foundation

Overview
Cyber Shochetonota (Bangla for "cyber awareness") was Bangladesh's implementation of the ACF Cybersecurity Project, an 11-country programme to build basic cyber hygiene among MSMEs. SAJIDA Foundation led the Bangladesh rollout. Appinion BD Limited designed and developed the Learning Management System (LMS) that became the programme's core delivery channel.
While most participating countries relied on classroom sessions and struggled to reach a few hundred businesses, Bangladesh trained 80,000 MSMEs, with more than 50,000 completing the course through the LMS.
The Challenge
Scale. The target audience was a nationwide base of MSME owners, most of them first-time learners of anything digital, spread across rural and semi-urban Bangladesh.
Trust and reach. Cybersecurity is an unfamiliar, intimidating topic for small traders. A conventional IT trainer has no existing relationship with these businesses and no reason to be trusted.
Access and literacy. Learners were largely on low-end Android phones with patchy connectivity. Content had to work in Bangla, on small screens, with minimal reading load.
Measurement. Donors needed verifiable completion numbers, not attendance sheets. Manual tracking across hundreds of branches would not scale.
The Approach
1. Use the network that already exists. SAJIDA's microfinance footprint of 18 regional hubs and 400 branch offices gave the project a physical presence in every district. In-person rollout ran through channels MSMEs already visited every week.
2. Train the Trainer, with a twist. Instead of recruiting external cybersecurity trainers, the project engaged SAJIDA's MF Regional Managers as master trainers. They already held the trust, reach and relationships with MSME customers. Technical content was simplified so community leaders could deliver it credibly.
3. Build a digital channel that scales. Appinion developed a purpose-built LMS to carry the course beyond the classroom, track every learner, and issue completion credentials.
4. Drive traffic with campaigns. Branch-level campaigns and social media outreach pushed enrolments into the LMS, turning a training programme into a movement.
The Technology
Appinion designed the Cyber Shochetonota LMS around one principle: remove every barrier between an MSME owner and course completion.

Beyond the numbers
• Bangladesh became the reference implementation within the 11-country programme and was showcased in the Cross Country Partner Exchange.
• Cybersecurity awareness reached a segment that formal IT training had never touched.
• SAJIDA gained a reusable digital learning channel for future MSME programmes.
• The model proved that community trust plus the right technology outperforms technical expertise delivered in isolation.
Why It Worked
1. Distribution before content: the network was the strategy.
2. Trusted messengers over expert messengers.
3. Technology that met learners where they were, in their language, on their phones.
4. Campaign thinking applied to a training programme.
5. Data from day one, so results could be proven, not estimated.
